If you want a little more feed-back on how Washington State L&I addresses fatal accidents look up the fatal injury accidents that occurred in Bremerton WA and Kitsap County involving backing construction vehicles. Look at the solution L&I and the employer’s lawyer worked out.

what else could contribute to seasonality in all-cause-deaths ?
Can it be that it’s _all_ due to flu ? Or flu and RSV,
so ~60% due to flu ?
So even if we don’t find flu in some season, there
could still be excess mortality due to it.
We do have that seasonal wave, but is it explained ?
We do have much less seasonality in cancer deaths
and more deaths from external causes in summer. Why ?
From the ~2400000 deaths per year ~1260000 happen
in winter, an excess of ~120000, 3 times more than
those 40000. We do not see the connection to temperature,
so what else is it ? Winter excess deaths vary between
5% and 15%

Flow measurement methods other than positive-displacement flowmeters rely on forces produced by the flowing stream as it overcomes a known constriction, to indirectly calculate flow. Flow may be measured by measuring the velocity of fluid over a known area. For very large flows, tracer methods may be used to deduce the flow rate from the change in concentration of a dye or radioisotope.
